The Soltan Mosque stands in Kazan, the capital of Tatarstan, in the Old Tatar Quarter of the Vakhitovsky district, on Gabdulla Tukay Street. It is protected as a regional cultural heritage site in Russia. The building follows the traditional medieval Tatar-Bulgar architectural manner and includes eclectic elements of Russian national romanticism. Its three-tiered minaret rises directly above the entrance. In Russian sources it is called the Sultanovskaya Mosque, in Tatar Soltan Mäcete, and some sources also give it the name "Eighth Cathedral".

The mosque was built in 1867 or 1868 by the Kazan merchant Jihansha Usmanov (1817–1872), with P. I. Romanov as architect. The first prayer in the mosque was led by the Tatar scholar Shihabetdin Marjani.
Soviet authorities closed the mosque on 11 November 1931. Its minaret was restored in 1990, and in 1994 the building was returned to the community of worshippers.
