The Fadil Mehmet Efendi Mosque, known in Turkish as Ebulfazl Camii, stands in Istanbul's Beyoğlu district on Defterdar Yokuşu, on sloping ground opposite the Italian Hospital. It is an Ottoman-style building on a rectangular plan, with walls of limestone and brick and two rows of windows. The last congregation porch is carried on wooden posts. A wall fountain is placed at the front, and the ablution fountain (şadırvan) stands in the middle of the courtyard.

The mosque was built in 1553 for Ebul Fazl Mehmed Efendi, son of İdris-i Bitlisî, a statesman of the reign of Yavuz Sultan Selim who was also known as a historian and man of letters. The architect is given as Mimar Sinan.

The building was renovated in 1993. The memorial tomb of Ebul Fazl Mehmed Efendi, which had stood in the mosque's graveyard, was moved to the graveyard of the Kılıç Ali Paşa Mosque together with the other gravestones.
